What changes from 2027
Hamburg’s Senate has agreed the first fundamental reform of the Kita voucher system in around 25 years. The key figures are settled, but the statutory order with the final fee tables is still outstanding — so minor deviations are possible.
Nothing changes about the fee-free five hours of core care: they stay. What is being re-regulated is the fee scale for every hour beyond that. Families on lower incomes are relieved: the threshold at which a parent contribution is charged at all rises from €1,023 to €2,650 of monthly net income for a two-person household. Families on higher incomes will pay more: the maximum contribution rises from €191 to €320 on 1 August 2027, and to €336 on 1 August 2028. It will apply from a monthly net income of €6,000 for a two-person household. The sibling rule is recast as well: 50 per cent of the contribution is payable for the second-youngest child in care at the same time, 25 per cent for the third-youngest, and from the fourth child in care at the same time the contribution is waived entirely. After that, parent contributions are to be adjusted annually in line with income and price developments.
Until 31 July 2027 the existing contributions continue to apply unchanged.
